Minister of Industry, Commerce, Agriculture and Fisheries Hon. Karl Samuda says he is impressed and highly satisfied with the quality of operations at the Ministry’s Plant Quarantine Unit and Export Centre, at the Sangster International Airport in Montego Bay, St. James. “I am very impressed and I am happy to know that this level of surveillance that is being carried out here enables us to export our produce without being confronted with any negative reactions when it arrives at its destination,” Mr. Samuda said.The Minister was speaking with JIS News following an extensive tour conducted of the facility, which was led by Export Complex Manager, Dalton Hastings, on Friday (October 13). The Plant Quarantine Unit has the responsibility to ensure that harmful pests and diseases do not enter Jamaica, and that only the highest quality, pest free produce is exported from the country.The Unit is headquartered in Kingston and operates two export complexes, one at the Norman Manley International Airport in Kingston and the other at Sangster.Minister Samuda said he was also “surprised” to see the extent to which the unit is engaged in all aspects of securing the country’s exports.“For instance, the whole section dealing with fumigation and the care that is being taken to ensure that every item that is packaged and exported are properly fumigated, and offers the maximum safety to the customers at their destinations,” he addedMeanwhile, Minister Samuda said his Ministry would be examining ways in which it could contribute to the expansion of the Montego Bay facility, which he added, is being funded without any additional special budgetary requests. “It is not funded by the budget by special line provision. They earn money and those resources put together with the Ministry’s ability to provide the necessary funds required to keep it going efficiently, is being done,” he explained.

South Africa also voted no while Indonesia, Equatorial Guinea and Ivory Coast abstained.JOHANNES EISELE/AFP/Getty Images [Representational Image]The UN Security Council has adopted a resolution that calls upon countries to prevent and counter the financing of terrorism, especially in its new forms.Initiated by France, Resolution 2462 is intended to update existing resolutions and adapt them to new forms of financing of terrorism and new challenges in this field, Xinhua news agency reported on Thursday.The resolution notes with concern that terrorists may abuse legitimate businesses and non-profit organisations for their activities, and make use of emerging payment methods, such as prepaid cards and mobile payments or virtual assets.It also expresses concern at the continuing use by terrorists and their supporters of information and communications technologies, in particular, the internet, to facilitate terrorist acts, as well as inciting, recruiting, funding, or planning terrorist acts.Therefore, the resolution calls upon all countries to enhance the traceability and transparency of financial transactions, including assessing and addressing potential risks associated with virtual assets and as appropriate, the risks of new financial instruments, including but not limited to crowd-funding platforms.It also encourages member states to apply risk-based anti-money laundering and counter-terrorist financing regulations to virtual asset service providers and to identify effective systems to conduct risk-based monitoring or supervision of virtual asset service providers.Furthermore, the resolution encourages competent national authorities, in particular financial intelligence units and intelligence services, to continue to establish effective partnerships with the private sector, including financial institutions, the Financial technology industry and internet and social media companies, in particular with regards to the evolution of trends, sources and methods of the financing of terrorism.Adopted in 2001 in response to the September 11 terrorist attacks in the US, Resolution 1373 was the first comprehensive resolution imposing obligations on all states to respond to the global threat of terrorism.Resolution 2462 also affirms the Resolution 1373 and in particular its decisions that all countries shall prevent and suppress the financing of terrorist acts and refrain from providing any of support, active or passive, to entities or persons involved in terrorist acts.

The research report of the study which is now available in the Astrophysical Journal Letters states that this black hole is located in a distant galaxy which is 500 million trillion kilometres away from us.Even though black holes are dark space entities that are not visible to any telescopes, experts have successfully captured the event horizon, which is actually the edge of the black hole where light cannot escape. Scientists made this milestone achievement using an array of event horizon telescope.Prof Heino Falcke, of Radboud University in the Netherlands, who proposed the experiment revealed that the first image of the black hole shows a very intense ring of fire surrounding a perfectly circular dark hole.”What we see is larger than the size of our entire Solar System. It has a mass 6.5 billion times that of the Sun. And it is one of the heaviest black holes that we think exists. It is an absolute monster, the heavyweight champion of black holes in the Universe,” Heino Falcke told BBC News.The researcher also added that the bright halo is primarily caused due to the superheated gas falling into the hole. It should be noted that this ‘ring of fire’ light is brighter than all the billions of other stars in the galaxy combined, and it is the main reason why it noticed the attention of human-made telescopes.Dr Ziri Younsi, a top researcher at the University College London revealed that this new picture of black hole falls in line with the popular depiction of these space entities.”Although they are relatively simple objects, black holes raise some of the most complex questions about the nature of space and time, and ultimately of our existence. It is remarkable that the image we observe is so similar to that which we obtain from our theoretical calculations. So far, it looks like Einstein is correct once again” said Younsi.
